4.1 本系統所屬之專任、專案教師及研究人員在申請截止日前，至少分別由三所系統成員學校教研人員組成研究團隊，成員中至少一位45歲以下，如成員為女性且四十五歲前曾有生育事實者，每生育一胎得延長二歲，但應檢附相關證明文件；計畫主持人須為專任教師。
4.2 本系統參與計畫人員限系統成員校專任、專案教研人員。
4.3 計畫期程以一年為原則，若獲多年期計畫核定者，需繳交年度報告證明已達成提交計畫時之預期績效及通過審查委員會允諾持續補助時，方得核發次年經費。
4.4 曾獲補助者，如再次提出申請，須併同計畫申請書檢附相關成果佐證。

If a multi-year plan is approved, an annual report must be submitted to prove that the expected performance at the time of submission of the project has been achieved and the review committee has approved continued subsidies before the second year of funding can be issued.
4.4 Those who have received subsidies before and apply again must attach proof of relevant results to the program application form.
